The L-849I and L-849V are Runway End Identifier Lights (REILs) from Hughey & Phillips' Navigate Series, designed to give pilots an unambiguous visual fix on the approach end of a runway during night operations or degraded visibility. Each system consists of two synchronised identifier flasher units positioned either side of the runway threshold, producing a distinctive two-flash-per-second white strobe signature that stands out against background lighting and terrain.

REILs are mandated or recommended at runways where approach environment confusion is a documented risk — typically non-precision or visual runways lacking a full approach lighting system, at general aviation airports, regional fields, and military aerodromes. The L-849 is equally applicable at major hub airports as a supplementary aid where ILS approach lighting cannot be installed on both runway ends.

Hughey & Phillips' LED implementation replaces the traditional xenon flash tube, eliminating the most expensive and failure-prone consumable in a conventional REIL. Three styles address different airport requirements: Style A (high intensity, single brightness, unidirectional), Style C (low intensity, unidirectional), and Style E (three-step intensity — low, medium, high — with automatic current sensing), all field-configurable to suit local airspace authority requirements. The 10° vertical by 30° horizontal beam pattern concentrates light along the approach corridor rather than spilling into adjacent airspace. Cabinet enclosures are rated NEMA 4X equivalent, conferring corrosion resistance relevant to coastal and high-humidity airports including those across the Gulf. Daytime visual range of approximately 3 statute miles and a night range of approximately 20 statute miles place the system well above typical ICAO and FAA conspicuity requirements.

The system meets FAA AC 150/5345-51 and Engineering Brief 67D, is ETL certified, and satisfies ICAO Annex 14 Volume 1 paragraph 5.3.8. Buy American compliant.
