The SC23 is Sepura's entry-point in the SC2 hand-portable family, intentionally simplified for pool users, casual operators, and roles where ease of use outweighs breadth of features. The reduced keypad and greyscale QVGA display (37 × 49 mm, 320 × 240 px) cut training time and reduce the risk of user error in fast-moving operational environments. The device omits Wi-Fi and Bluetooth, keeping cost and complexity low while retaining all core TETRA functionality — group calls, emergency calls, direct mode, and encryption.

For audio in high-noise zones — jet blast, GSE engine noise, baggage belts — the SC23 incorporates AI-based environmental noise cancellation alongside a 2 W speaker with Water Porting technology. This makes it particularly suited to apron-side and belt-room roles where intelligibility under noise is the dominant requirement and advanced data features are unnecessary.

The SC23 covers both UHF and VHF frequency bands (136–174 MHz, 380–430 MHz, 403–470 MHz, 806–870 MHz), giving it the same frequency range as the SC20 and matching IP68 submersion protection. Battery options (1160 mAh and 1880 mAh) and charging accessories are shared across the entire SC2 family, a significant total-cost consideration for airports managing large pool inventories. It suits airlines and ground handlers who issue radios to shift workers daily: the stripped-back interface reduces end-user training overhead, and the rugged IP68 body tolerates the rough handling common in pool-radio environments.
