JetFoam 3% (ICAO-C) holds the distinction of being the world's first fluorine-free foam concentrate to achieve ICAO Level C certification, the performance classification that enables airports to meet ICAO Annex 14 ARFF provisions with reduced water and foam carrying requirements compared with Level B vehicles. Level C certification is tested against a 7.32 m² heptane fire at 1.75 L/min/m², requiring a foam that achieves full extinguishment within 120 seconds and maintains burnback resistance thereafter — demanding robust film formation and drainage stability from the concentrate.

Like the ICAO-B sibling, the ICAO-C variant is Newtonian in behaviour, with specific gravity of 0.99–1.01 and viscosity in the 60–100 mm²/s range at 20 °C, appearing as a clear mobile liquid. It produces foam with an expansion ratio of at least 7:1 and a 25% drainage time of at least 3 minutes, generating a coherent, vapour-tight blanket over Jet-A and Jet-A1 surfaces. It is certified to EN1568:2018 Part 3, is ISO 9001 and ISO 14001 qualified, and complies with EU Directive 2006/122/EC.

The ICAO-C classification is significant for airport procurement because it permits ARFF vehicles to carry a smaller total foam solution load while remaining ICAO-compliant, reducing vehicle weight, refuelling frequency, and long-term foam procurement costs. For GCC operators managing large Category 9–10 aircraft such as the A380 and B777 at ultra-high-frequency hubs, the ability to source a fully fluorine-free, film-forming Level C foam is strategically important as environmental agencies tighten PFAS restrictions.
