Procuring it well is less about the foam itself and more about matching the right performance level, chemistry and certification to where it will be used: an airport ARFF service, or an offshore helideck where marine rules also apply. What aviation firefighting foam is
Foam concentrate is proportioned with water — typically at 1%, 3% or 6% — to produce a finished foam solution discharged through ARFF crash tenders, monitors or fixed deck systems. On hydrocarbon fuels, aqueous film-forming concentrates lay down a thin aqueous film ahead of the foam blanket, giving fast knockdown and vapour suppression. The same concentrate families serve both airport rescue & firefighting (ARFF) and helideck protection, but the certification demanded differs sharply between the two.
ICAO performance levels: B and C
ICAO grades foam performance by a standard fire test defined in Annex 14 and the Airport Services Manual (Doc 9137, Part 1). Concentrates are rated Level A (legacy), Level B or Level C — a higher level means better fire performance, which in turn permits a lower application density for a given hazard. Level B is the common baseline for many airports and helidecks; Level C is the highest tier where the most demanding control rate is specified.
A credible Level B or C claim is backed by an independent fire-test certificate — for example from CNPP (France) — stating that the concentrate passed the ICAO fire test at its rated proportioning percentage (e.g. "AFFF 3% satisfied ICAO performance Level B"). Treat an unsubstantiated "ICAO certified" line on a datasheet as a claim to verify, not a fact.
Foam chemistry: AFFF, AR-AFFF and fluorine-free (F3)
- AFFF (aqueous film-forming foam) — fluorosurfactant-based; forms the aqueous film, giving very fast knockdown on hydrocarbon fuels.
- AR-AFFF (alcohol-resistant AFFF) — adds a polymer membrane so it also performs on polar-solvent / alcohol-blended fuels; broader applicability.
- Fluorine-free / synthetic (SFFF, often branded "F3") — contains no PFAS fluorosurfactants; the regulation-driven replacement for AFFF. Modern F3 has closed much of the performance gap, but proportioning behaviour, film formation and equipment compatibility can differ and must be confirmed.
PFAS, PFOS and PFOA: the regulatory shift
Legacy AFFF contains PFAS. PFOS is banned and PFOA restricted internationally (Stockholm Convention; EU REACH; tightening IMO and GCC guidance), and the wider direction of travel is away from all fluorinated foams.
A critical procurement distinction: "PFOS/PFOA-free" is not the same as "fluorine-free." A current-generation C6 AFFF can be genuinely PFOS- and PFOA-free yet still contain other PFAS. So a buyer must decide and state which the site requires:
- a manufacturer PFOS/PFOA-free declaration (minimum, and standard now), or
- a fully fluorine-free (F3) concentrate (where regulation or operator policy demands no PFAS at all).
Offshore helidecks: why MED approval matters (not just ICAO)
This is the trap that catches airport-grade offers. An offshore helideck sits on a marine installation, so its firefighting foam is governed by both aviation heliport standards and marine equipment rules.
The marine layer is the Marine Equipment Directive (MED 2014/90/EU). Foam concentrate falls under MED Item 3.58 ("fixed low-expansion foam fire-extinguishing systems components for machinery spaces and tanker deck protection") and must carry MED Type Approval issued by a notified body (e.g. RINA, NB No. 0474) — comprising a Module B (EC type-examination) certificate plus a Module D (production quality assurance) certificate, both valid and unexpired, allowing the product to carry the "wheelmark". The MED test regime references the IMO MSC.1/Circ.1312 foam test guidelines.
The practical consequence: for an offshore helideck the concentrate must hold ICAO Level B/C performance AND a valid MED Type Approval. A foam that is ICAO-certified but lacks MED approval will not pass an offshore compliance audit. (UK offshore helidecks additionally reference CAP 437.)
The certification & document pack to demand
A genuinely compliant offer for an offshore helideck should arrive with, at minimum:
- ICAO Level B (or C) fire-test certificate from an independent laboratory (e.g. CNPP).
- MED Type Approval — Module B + Module D certificates, valid and unexpired, naming the product and the notified body.
- IMO MSC.1/Circ.1312 fire-test report (often evidenced within the MED approval).
- PFOS/PFOA-free declaration from the manufacturer (and fluorine-free confirmation if required).
- Material Safety Data Sheet (MSDS/SDS).
- Batch Certificate of Analysis (CoA) supplied with the delivered goods.
- Seawater and proportioner compatibility statement, plus the usable temperature range.
If certificates are merely claimed rather than provided, ask for the documents before the offer is shortlisted — the paperwork is the assurance, especially for a first-time or cross-border supplier.
Concentration, water type and proportioning
The proportioning percentage (1/3/6%) changes both the induction-rate setting required of the equipment and the storage volume per litre of finished solution, so the concentrate must match the installed or supplied proportioning gear. Confirm compatibility with the water actually available — fresh, brackish or sea water (decisive offshore) — along with the operating temperature band the concentrate is rated for.
